Winds cut power in San Fernando Valley, Mid-City The Los Angeles Department of Water and Power continued to work on Tuesday morning to restore power to areas including Sherman Oaks, North Hills, Mission Hills, Studio City and other areas largely due to strong winds on Monday night.As of 7:50 a.m. Tuesday,
